Building Trust and Accountability in AI-Enabled Public Services

As artificial intelligence becomes increasingly embedded in public services, ensuring that AI systems are not only efficient, but also trustworthy and accountable, is becoming a key challenge for organisations across Europe.


This question was at the heart of the AI-Enabled Public Services: Building Resilience and Accountability webinar, held on 30 April 2026 and co-organised by the European-funded projects THEMIS 5.0, HumAIne, TANGO and AIXPERT.


The webinar brought together experts to discuss how public administrations can navigate the growing demands of the EU AI Act while maintaining public trust and delivering effective services.


Representing the THEMIS 5.0 project, Dr Theo Fotis shared how organisations can assess and strengthen trust in AI systems using a risk-based approach. Rather than viewing compliance as the end goal, the presentation highlighted the importance of moving towards genuine accountability by understanding and addressing the technical, ethical and organisational risks associated with AI deployment.


This approach lies at the core of the THEMIS 5.0 project, which is developing methods and tools to help organisations evaluate AI systems according to their own values and operational needs, enabling more transparent, responsible and human-centred AI adoption.
